As a child under Sydney's guidance at The Centre, Jarod reluctantly worked on a simulation designed to capture a murderer dubbed The Blue Moon Serial Killer by police and press because he always kills the women he abducts on the second full moon of the month, the blue moon. The perpetrator, Doug Willard, was eventually caught and sentenced to life in prison, but not in time to save his last victim, Annie, whose body was never found. The young Jarod did not want to get inside the head of the madman and fought every step of the way to avoid completing the simulation.
Now a free man, Jarod sees a news report about the abduction of a young girl, Sarah, that leads him to believe that a copycat is emulating The Blue Moon Serial Killer. He infiltrates the Justice Department in order to aid the police in finding the killer before the next blue moon, when Sarah will meet her death.
A brilliant man, Willard has spent his incarceration wondering about the person who was resourceful enough to catch him. Through a series of confrontations with Jarod, he realizes that Jarod was the one responsible for his capture.
Jarod has Willard transferred to a local jail, but soon realizes that the man has been orchestrating the abduction from his cell. To find out where Sarah is hidden, Jarod pretends that Willard has gotten to him. When Willard manages his escape, he goes to a barn where Sarah is being held, but Jarod and the police are waiting and he is easily recaptured.
In finding Sarah, Jarod also provides Raines with closure when he finds the heart shaped locket Annie was wearing on the day she was abducted, in the same barn at which Sarah was being held.
At The Centre, Mr. Raines and Sydney seem to be conspiring to keep Miss Parker and her team in Florida. She eventually finds out that Jarod is only 40 miles away from The Centre, but arrives too late to apprehend him.
At the end, Miss Parker realizes that this one time Mr. Raines did not want her even to get close to Jarod. Mr. Raines wanted Jarod to solve The Blue Moon serial killer case and find out for certain what happened to Annie, because she was his daughterÑher full name was Annie Raines.
At a diner that sports "Rico, the Taco Rat" as it's spokesperson, Jarod discovers Mexican food.
