When a burst pipe caused a toxic JX-5 gas leak in the pump room of the U.S.S. Monroe, Lieutenant Commander Chris Nashton ordered the room sealed, while Petty Officer Scott Seaver was still in it, claiming there wasn't time to get him out without endangering the ship. Afterwards, Nashton ordered Lieutenant Albert Danes to weld the pipe that caused the accident, making it look as though Seaver had botched the retrofit. At the investigation of the accident, Nashton claimed that Scott Seaver was, in effect, responsible for his own death.
Pretending to be an Operations Officer, Lieutenant Commander Jarod "Forrester" infiltrates the ranks of the U.S.S. Monroe to investigate the death of Petty Officer Scott Seaver. He discovers that there was time to get Petty Officer Seaver out of the pump room, but Commander Nashton didn't want Seaver to reveal that the U.S.S. Monroe was not seaworthy because the ship would have been mothballed, costing Nashton his job.
Jarod exposes Nashton's murder of Scott Seaver by making him believe that he is sealed in the pump room and that it is, once again, filling with JX-5 gas. Nashton's confession is heard over the open com line and he is arrested by military police at the U.S. Naval Station in Long Beach.
Haunted by the specter of her mother's death, Miss Parker goes in search of the children in Catherine Parker's "rescued" file, beginning at the South Delaware Children's Home with which her mother was involved. Miss Parker has to continue her search at the Dover City Hall Missing Children's Archive, since the children's home burned down in the same month and year that Catherine Parker died, destroying all of their records. At City Hall, Miss Parker discovers that Jarod was there before her and any records that might have been available are now gone.
