After learning to shoot and mastering an understanding of ballistics in North Carolina, Jarod "Starr" infiltrates the Miami "Metro-Dade" police department as a motorcycle cop, in order to expose Carl Bishop and Frank Meyers, two corrupt officers who have been "moonlighting" by robbing jewelry stores. When one of their robberies is discovered, in progress, by security guard Marvin Kembrook, Carl Bishop murders him. Meyers and Bishop then claim that it was Kembrook and an accomplice who were robbing the store and that Kembrook was shot and killed by his own partner-in-crime.

Kembrook was put up for adoption at birth and had become reunited with his father, Harold Kembrook, shortly before his death. Jarod seeks to give Harold closure and peace of mind about the death of the son he had just begun to know again.

During the next robbery that Bishop and Meyers attempt, Jarod tricks Bishop into shooting him, then leaves the bulletproof vest that absorbed the bullet for Internal Affairs Detective Swindell. With the vest is information indicating that the ballistics will match those connected with the shooting of Marvin Kembrook and that the "throwaway" gun used for both events can be found in the trunk of Bishop's car. Bishop and Meyers are indicted and Marvin Kembrook's name is cleared.

Miss Parker spends some time in a Cedar Point, North Carolina jail, arrested for carrying a concealed weapon - compliments of Jarod. She cannot post bail, since the local judge has gone to a bass fishing tournament and the legal staff of The Centre cannot help her, since they are all on their annual retreat to the south of France.

Jarod contacts Susan Granger, a woman who specializes in reuniting families (and is the person who reunited Marvin and Harold Kembrook). Granger receives information about the identity of Jarod's mother from someone within The Centre, but in acquiring that information sets off an "alarm" that allows Broots to give Miss Parker Jarod's current location. Jarod narrowly avoids being caught by Sydney and Miss Parker. However, in fleeing Granger's office down the fire escape, Jarod drops the file that Susan had compiled for him about his mother. Miss Parker retrieves the file and destroys it.
